GIZ Tender Announcement: Renovation of Dikhil Prefecture Offices à Djibouti
GIZ – Better Migration Management (BMM) programme would like to invite all interested bidders/local contractors who are eligible to participate and are registered with the government of Djibouti to submit expression of interest for this open tender, are herewith requested to submit their offers for the renovation of the premises assigned to the Dikhil prefecture administrative offices.

Background
The objective of the Better Migration Management (BMM) program is to improve the human rights-based management of safe, orderly and regular migration and to assist relevant national authorities in combating human trafficking and smuggling of migrants within and outside the Horn of Africa region.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-financed by the European Union for the period of October 2022 to September 2025. The project is implemented by a partnership between the British Council, Civipol, IOM, UNODC and the lead organization GIZ. The target countries in the Horn of Africa are Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Uganda. The BMM III program has three components:
- Strengthening national and regional governance on migration
- Increased national and cross-border cooperation on trafficking and smuggling. - Support and protection of migrants.
As part of the implementation of the BMM programme. GIZ has a dual role of both coordinating activities of the implementation partners based on the agreed upon annual work plan as well as to directly implement certain activities.
Context
Overall, Djibouti is increasing its efforts in the field of protection and assistance to the migrants and vulnerable ones. Moreover, to maximize this protection to migrants, certain areas such as the operationalization of mechanisms to identify refer and assist must be strong.
The Prefectures are the highest executive arm in the region, they are the government representative of the National Coordination Mechanism on Migration. To this effect, BMM works hand in hand with the Prefecture in several aspects of the program.
In this context, GIZ has supported the renovation of the Prefecture offices in Dikhil and would like to extend in its support by helping the Prefecture renovate their offices.
In this context, GIZ invites local contractors from Dikhil that are interested, competent, and are legally registered with the Government of Djibouti to submit EoI for the renovation of the premises assigned to the Prefecture.
