Human Mobility in the Context of Disasters and Climate Change in the IGAD Region (MoDiaC)
The IGAD region, encompassing Ethiopia, Djibouti, Kenya, Somalia, Sudan, South Sudan, and Uganda, faces severe challenges from climate change, including frequent droughts, floods, and other extreme weather events. These conditions exacerbate socio-economic and political vulnerabilities, leading to complex migration patterns and displacement. The core problem is the insufficient implementation of regional strategies to manage climate-induced human mobility. While IGAD has established policy frameworks, member states often lack the capacity to execute these plans effectively. This results in inadequate preparation and response mechanisms, leaving vulnerable populations at increased risk.
The MoDiaC project aims to enhance the implementation of regional approaches by strengthening the technical and institutional capacities of IGAD and its member states. By promoting regional cooperation, improving early warning systems, and fostering inclusive policies, the project seeks to create sustainable and resilient solutions to the mobility challenges posed by climate change.

Responsibilities
Core Responsibilities
In your role you safely and responsibly perform all official journeys using company vehicles and carry out technical, manual and other jobs related to the routine maintenance and care of these vehicles. You ensure that all tasks assigned to you are carried out smoothly and on time.
You are responsible for keeping the required logbooks and data for your work area and carry out any related administrative tasks.
You systematically document the information related to your work area and use this data to update daily knowledge of road conditions, current routes and locations, and share this information with other drivers and GIZ staff, the names of whom you will be provided with for this purpose.
You perform your assigned tasks correctly and on schedule with due regard for the targets and conditions stipulated by your line manager.
You perform the tasks assigned to you by your line manager, where required.
Main Tasks
Driving and Transport:
- Drive staff, partners, guests, and consultants using the project/agency vehicles.
- Pick up and drop off project staff to and from the airport.
- Assist in transporting goods.
Vehicle Maintenance and Care:
- Ensure the orderly operation and cleanliness of project/agency vehicles.
- Regularly check and maintain vehicle conditions, including oil, water, brakes, tire pressure, and battery levels.
- Monitor vehicles for issues such as headlights, brakes, and bodywork, and carry out minor repairs.
- Calculate and report monthly petrol, oil, and lubricant consumption.
- Manage vehicle registration and other official documents, keeping them updated and valid.
- Immediately report any involvement of the project/agency vehicles in road or other accidents, including minor accidents, and any damage, loss, or theft of the vehicle or its fittings.
Administrative Support:
- Maintain the project’s logbook and record maintenance activities.
- Prepare mileage charges for private usage and/or of other projects.
- Run errands, such as delivering correspondence, sending letters, and paying bills.
- Assist in customs clearing and document exchange with authorities and institutions.
Project and Event Support:
- Support the preparation, transfer, assembly, and dismantling of materials and equipment for workshops and meetings.
- Purchase small items using petty cash and assist in obtaining bids for procurements.
Additional Tasks:
- Assist other colleagues as needed.
- Perform other office work on request if there is no ground travel pending.
Required qualifications, competences, and experience
Qualifications and Specialist Knowledge:
- Recognized secondary school leaving qualification.
- Defensive driving skills.
- Valid driving license.
- Basic knowledge of general mechanics.
- Ability to pass a driving test (visual and practical) in Djibouti.
- Ability to read maps and navigate map applications.
- Basic knowledge of MS Office and skilled internet user.
Additional Competences:
- Fluency in French and proficient knowledge of English. Knowledge of other local languages is a plus.
- Discipline and punctuality.
- Resilience and patience.
- Familiarity with all areas of Djibouti.
- Appropriate appearance and attire.
- Friendly manner.
- Willingness to upskill as required by the tasks to be performed.
